By

Rita Franklin, 68, sits among boxes packed of her belongs on Monday, Jan. 24, 2022 in her dining room. Most remaining public housing in Memphis is being privatized by HUD's RAD program. Franklin will likely not be able to return to her Uptown home she’s lived in for over 15 years. (Mark Weber/The Daily Memphian)
