Officer Joseph “Rusty” McKinney service was Monday, April 22, at Hope Church in Cordova. Lt. Vonzell Bibbs, Rusty McKinney’s supervisor at MPD’s Raines precinct, left the crowd gathered there with a call to action: “Smile at somebody. In honor of him, smile at him. Because a smile could help someone through this grieving process.”

The Daily Memphian’s Samuel Hardiman analyzed the budget and the historical context that led Memphis to a budget shortfall of about $30 million. On Tuesday, Mayor Paul Young will present a fiscal year 2025 budget to the Memphis City Council. In his presentation, he is expected to call for a property tax hike although the amount of the increase is not yet clear.

Also a mass shooting at an Orange Mound block party left two people dead and seven injured; Memphis-Shelby County Schools’ superintendent Marie Feagins asked the city for $25 million to pay for deferred maintenance at local schools; and Gov. Bill Lee’s plans for expansion of the state’s school voucher program were stymied in Nashville.
