PUBLIC NOTICE
Cargill, Inc. has applied to the Shelby County Health Department, Pollution Control Section, to renew their Title V major source operating permit (Permit No. 00045-01TV) for their corn oil extraction and refining facility.
This facility is subject to the provisions of Shelby County Code Section 16-77 [Reference Rules and Regulations of Tennessee, Rule 1200-3-9-.02 (11)] (commonly referred to as the Title V regulations). A Title V operating permit is required by the Federal Clean Air Act and the City of Memphis Code. The Cargill, Inc. facility is located at 2330 Buoy Street, Memphis, Tennessee. Operations at this facility consist of oilseed preparation, solvent extraction, oil refining, and associated support operations.
The requested renewal includes an update to the facility’s insignificant activities. The facility is not increasing their emission limits and there will be no impact to ambient air quality resulting from the renewal and administrative amendment. The Department intends to issue the renewed and amended permit.
When submitting comments that reference research paper, articles, or other sources, commenters must provide the following: (1) a copy of the full referenced material (preferably in PDF format); (2) sufficient background context from the cited source: and (3) a concise explanation of how the cited material supports the commenter’s position.
A copy of the application materials used by the Department and a copy of the draft permit are available for public inspection at the Pollution Control Section office during normal business hours (8:00 am – 4:30 pm).

Interested parties are invited to review these materials and provide written comments. In addition, a public hearing may be requested at which written or oral presentations may be made. To be considered, written comments must be made within thirty (30) days after the date of this notice. Requests for a public hearing shall be made no less than ten (10) days prior to the end of the public comment period.
Individuals with disabilities who wish to review this information should contact the Department, Pollution Control Section, to discuss any auxiliary aids or services needed to facilitate such review. Contact may be in person, in writing, by telephone, or other means, and should be made no less than 10 days prior to the end of the public comment period to allow time to provide such aid or services.
