PUBLIC NOTICE
The Shelby County Health Department (Department), Pollution Control Section has received applications to construct or modify air contaminant sources at the following locations and of the following descriptions. These permitting actions are not subject to the Prevention of Significant Air Quality Deterioration (PSD) requirements, as described in the Rules and Regulations of the State of Tennessee, Section 1200-3-9.01 (4)(a)2.

Amrize Cement Inc.
2169 Channel Avenue, Memphis, Tennessee 38113
Amrize Cement Inc. (formerly Holcim Inc,) is proposing to construct one (1) new storage silo with a dedicated baghouse and one (1) new truck loading bay with a dedicated baghouse. Additionally, Amrize Cement Inc. is proposing to add one (1) additional baghouse to existing Silos 1-5, which will allow operational flexibility to store Slag Cement (in addition to the already permitted Portland Cement). This facility expansion project will result in an increase in allowable particulate emissions at the facility of 24.6 tons per year.
MMC Materials, Inc.

MMC Materials, Inc. is proposing to construct one (1) hot mix asphalt plant. The emission points will include a mixing drum baghouse exhaust, hot oil heater exhaust, aggregate handling, asphalt storage silo filling and loadout, lime silo system, and paved and unpaved roads.

MMC Materials, Inc. is proposing to construct one (1) ready mix concrete batch plant onto their existing South Parkway site. The emission points will include a silo vent, silo to weight batcher vent, weight batcher to discharge chute, and sand and aggregate transfer. Their maximum throughput will be 150,000 cubic yards per year.
The impact to ambient air quality resulting from these construction and/or modification projects is not expected to be significant. The Department intends to issue the requested permits.
When submitting comments that reference research papers, articles, or other sources, commenters must provide the following: (1) a copy of the full referenced material (preferably in PDF format); (2) sufficient background context from the cited source; and (3) a concise explanation of how the cited material supports the commenter’s position.
A copy of the application materials used by the Department is available for public inspection at the Pollution Control Section office, during normal business hours (8:00 am – 4:30 pm). Interested parties are invited to review these materials and provide written comments. Written comments will be accepted for a period of thirty (30) calendar days after the date of this public notice at the following address:
