He is the fifth inmate at the Shelby County Jail, also known as 201 Poplar, to die this year. He is at least the 62nd since 2019.
The Memphis City Council expressed frustration about the state of Downtown, also pushing to move 201 Poplar and change the state of Beale Street.
Justin Segerson, 41, was found unresponsive at the jail Jan. 30 and was taken to Methodist University Hospital where he died the next day.
The multi-year dollar figure comes from the Shelby County Sheriff’s Office and would fundamentally alter the county’s annual capital budget now at $150 million a year for all capital projects.
The jail is more packed than it has been in at least five years, and amid the crowding, more inmates are being placed on suicide watch, according to Shelby County Sheriff’s Office data.
The HVAC issues have affected both the jail and the courthouse, according to statements from local officials.
Lawrence Sumlin, 60, died in the jail’s intake area in the early hours of Nov. 22, 2024.
The inmate, Ramon McGhee, 42, died in the hospital Jan. 12, 2024, two days after being found in his cell at 201 Poplar unresponsive and covered in bedbugs.
”We try to keep predator and prey separated,” a chief deputy said during a recent media tour inside the jail.
“One viable option is to merge the proposed Regional One Medical Center with Methodist University Hospital, to form a single, well-resourced University Medical Center.”
The average population at 201 Poplar has grown by roughly 600 inmates over the past two years.
The latest incident began Thursday when jailers found an inmate unresponsive after experiencing a “medical emergency,” according to the Shelby County Sheriff’s Office. The inmate was taken to Methodist University Hospital and died Friday afternoon.
Shelby County Sheriff’s Office Chief Deputy Anthony Buckner also said another inmate was found unresponsive at the jail Friday, Jan. 31, after experiencing a “medical emergency” overnight.
The TBI is investigating, and the sheriff’s office does not currently believe anyone else was involved in the inmate’s death.
Shelby County government plans to install new elevators at the Criminal Justice Center. But construction remains years away, and people who work in the building say the situation is inconvenient, negligent and dangerous.
“We were able to remedy the problem,” said former Shelby County Sheriff and former county mayor Mark Luttrell. “Why did the remedy not stay in place?”
Ramon McGhee was found unresponsive in his cell on Jan. 10, according to the Tennessee Bureau of Investigation, which is investigating McGhee’s death.
The affidavit says the inmate told the jailer that he “had something for him,” and “I’m going to kill you.”
Division 7 Judge Bill Anderson said there was about a foot of water at the front of his courtroom.
