PUBLIC NOTICE

The Shelby County Health Department (Department), Pollution Control Section has received applications to construct or modify air contaminant sources at the following locations and of the following descriptions. These permitting actions are not subject to the Prevention of Significant Air Quality Deterioration (PSD) requirements, as described in the Rules and Regulations of the State of Tennessee, Section 1200-3-9.01 (4)(a)2.

Construction Permit

Wal-Mart Stores East, LP

6990 East Shelby Drive, Memphis, TN 38125

The facility is requesting a Construction Permit for one (1) diesel-fired generators rated at 685 kW. The generators will be used for readiness testing, true emergency and prime power operation.

245 S. Camilla St, Memphis, TN 38104

The facility has requested a Construction Permit to build a new natural gas-fired Milnor Industrial Dryer rated at 2.5 MMBtu/hr at their laundry facility.

2655 Chelsea Avenue, Memphis TN 38108

The facility has requested a Construction Permit to build a new natural gas-fired Thermal Ironer with 30 bhp to add onto their existing production line.

CLOP Memphis TN LLC

3900 South Mendenhall Road, Memphis, TN 38115

The facility has requested a Construction Permit to install four (4) new 3,000 kWe Rehlko Model KD3000A/4,332 brake-horsepower Kohler Diesel/Rehlko Model KD83V16A emergency diesel-fired generators.

Watco Transloading LLC

1073 Channel Ave, Memphis, TN 38109

The facility is requesting a construction permit for a new area for unloading stone and gravel from barges via an industrial stacker to be loaded onto trucks. This will increase their annual throughput for crushed limestone by 200,000 tons. This could increase their potential to emit for particulates by 1.96 tons per year.

LifeScience Logistics, LLC

The facility is requesting a Construction Permit to install five (5) diesel-fired emergency generators. These include a Iveco/FTP SD100 100 kW generator, three (3) Perkins SD500 500 kW generators and one (1) Perkins SD1000 1000 kW generator.

The impact to ambient air quality resulting from these construction and/or modification projects is not expected to be significant. The Department intends to issue the requested permits.

When submitting comments that reference research papers, articles, or other sources, commenters must provide the following: (1) a copy of the full referenced material (preferably in PDF format); (2) sufficient background context from the cited source; and (3) a concise explanation of how the cited material supports the commenter’s position.

A copy of the application materials used by the Department is available for public inspection at the Pollution Control Section office, during normal business hours (8:00 am – 4:30 pm). Interested parties are invited to review these materials and provide written comments. Written comments will be accepted for a period of thirty (30) calendar days after the date of this public notice at the following address:
