This notice shall satisfy a separate but related procedural requirement for activities to be undertaken by the City of Memphis.

Public Notice

The City of Memphis, as the Responsible Entity for U.S. Department of Housing and Urban Development assisted projects, is notifying the public of a project known as Edgeview at Legends Park Phase II, for the purpose described below:

Edgeview at Legends Park Phase II

Edgeview at Legends Park Phase II is a proposed 60-unit affordable housing development located on a vacant 1.09-acre site within the mixed-income Legends Park Community. All units will be reserved for seniors with annual incomes at or below 60% Area Median Income (AMI), with 15 of these units being further restricted to 50% AMI. There will be a mix of one and two-bedroom unit types, specifically designed for independent seniors. Phase II seeks to continue the success of the previous phase (“Phase I”) of Edgeview at Legends Park, which comprises 99-units of affordable senior housing completed in April 2025 and fully leased in July 2025. The proposed development strategy will focus on creating a contemporary, independent living, senior community. The building will have a modern design with an attractive facade and roofline that will blend into the existing Legends Park neighborhood. Phase II will feature several senior-specific amenities to encourage physical activity, resident socialization and overall healthy lifestyles for seniors. Amenities will include, but are not limited to, a fitness center, energy- efficient appliances, porch with seating, community room, and onsite supportive services. In addition to Phase II’s onsite amenities, senior residents will also benefit from connectivity to adjacent properties, green spaces and walking paths within the Legends Park Community and surrounding neighborhoods with easy access via public transportation to the Medical District and Downtown Memphis.

FINDING OF NO SIGNIFICANT IMPACT

The City of Memphis has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. A re-evaluation of the original environmental review was completed, and is on file. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Memphis, Division of Housing and Community Development, 170 North Main Street, Memphis, TN 38103, and may be examined or copied weekdays 8:00 A.M to 5:00 P.M.

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the Environmental Review Records to the City of Memphis, 170 North Main Street 3rd floor, Memphis, TN 38103. All comments received by June 13, 2026, will be considered by the City of Memphis. Comments should specify which Notice they are addressing.

ENVIRONMENTAL CERTIFICATION

The City of Memphis certifies to HUD that Ashley Cash, Certifying Officer, in her capacity as Director, consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Memphis to use the program funds.

OBJECTIONS

HUD will accept objections and the City of Memphis certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Memphis; (b) the City of Memphis has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to H.U.D. Local Field Office at U.S. Department of Housing and Urban Development, Office of Community Planning and Development, 710 Locust St. S.W., Suite 300, Knoxville, TN 37902-2526. Potential objectors should contact HUD to verify the actual last day of the objection period.
