Jim Kovarik, director of Protect Our Aquifer, has lived in Memphis 40 years, working with dozens of nonprofits as a grant writer and teaching professional writing at the University of Memphis. He was a Workforce Investment Network (WIN) manager under former Mayor AC Wharton. 

 

The state granted the oil pipeline a permit. The Army Corps of Engineers approved a fast-track permit for the project. And here’s the detail that astounds: Neither the state nor the feds consider groundwater or the aquifer.
