Ask the Memphian: When will the repaving of I-240 be completed?

Three days a week, Anna Stone has to drive nearly all of Interstate 240, both the north and south loops, to get to and from her job Downtown.
In the morning, she takes the south loop from her home in East Memphis, and just to vary things up and maybe shave a couple minutes off her afternoon commute, Stone takes the north loop back home at the end of the day.
Her travel perhaps makes her the perfect person to describe the state of the I-240 loop then, and her assessment isn’t kind.
