For months this summer, a steady spray of water hit the dwindling husk of 495 Union Ave. as the former Commercial Appeal building became rubble and dust.

Contractors often use water during demolition, especially when working with asbestos, because it weighs down the dust and keeps it from spreading in the wind. 

It is unclear how much the work currently underway at 495 Union is costing Shelby County taxpayers or where the money to pay contractors’ invoices is coming from. But that work — and the steady stream of public notices seeking further bids — show Regional One leadership is actively rebuilding the hospital at a time when no known plan exists to pay for it.
