The Shelby County Sheriff’s Office is investigating a potential inmate suicide death inside the Shelby County Divisions of Corrections as of Saturday, Oct. 14.

The Shelby County Sheriff’s Office is investigating a potential inmate suicide death inside the Shelby County Divisions of Corrections as of Saturday, Oct. 14.
“For our office to bring criminal charges, we must be confident that we can prove an actual violation of a criminal statute beyond a reasonable doubt,” Mulroy said. “We don’t have sufficient evidence to do that here.”
Jaylin McKenzie, a 20-year-old Atlanta native, was killed in December 2022 when visiting Memphis.
The most recent data shows that, in fiscal year 2022, 55.2% of criminal cases in Shelby County were either dismissed or the Shelby County District Attorney’s Office decided not to pursue charges.
“I think the consistent message from all of us and several others … is that we all recognize that we have a serious crime problem,” DA Mulroy said.
“These locations have been the site of repeated crimes in the neighborhood and have been the subject of numerous complaints from residents as being not only the site, but the drivers of crime in that neighborhood.”

Strickland used his weekly email newsletter on Friday, July 21, to call out Mulroy’s office for dropping charges against a woman accused of firing a gun from a moving car in November 2022.

A local judge declared a new state law unconstitutional Monday. The law, signed in April, takes away power from local district attorneys to represent the state in some death penalty cases when the sentence is challenged.
“Some of those people who’ve reoffended ... there’s a small percentage of those that, I guess, maybe, we need to give up on and just talk about long-term incarceration,” Mulroy said. “But I think for a lot of them, there is a chance for rehabilitation.”

Wesley Caldwell, 23, was indicted June 1 on charges of criminal attempt of second degree murder and aggravated assault. He was previously charged with aggravated assault.
A fourth man, Jamil Ibrahim, remains charged.
The motion was originally filed May 1 by Hutton on behalf of his client Larry McKay, who has been on death row since 1983. Shelby County District Attorney General Steve Mulroy joined the motion.
“This is part ... of an overall outreach program,” Shelby County District Attorney General Steve Mulroy said. “I think it’s important for the DA to be out in the community as much as possible and get input from the community.”
“We can’t solve the poverty and cultural issues that plague our community in the short or even medium term. But we can build more prisons, with an emphasis on reform.”
In 2022, the TBI investigated nine officer-involved shootings in Shelby County, the highest number since 2019. But at least part of the reason for the increase may stem from the District Attorney’s office.
“The challenge we have is that the city government does not control the courts,” Memphis Mayor Jim Strickland said. “We don’t control the state laws. We don’t control, we can’t control, gun regulations and gun access.”

Since taking office Sept. 1, District Attorney Steve Mulroy has pushed criminal justice reforms with the formation of the Justice Review Unit and expansion of the office’s restorative justice program — and he’s not done yet.
