Joann Massey joins THDA board
Joann Massey, the director of business diversity and compliance for the City of Memphis, has been appointed to the Tennessee Housing Development Agency board of directors.
In her role with the city, Massey supports the growth of small business as well as minority- and women-owned businesses. On the THDA board, she said she hopes to help bring resources to West Tennessee as well as Shelby County.

“My purpose is to look at how we can best serve all Tennesseans,” Massey said in a release. “With the size, demographics and our contributions to the state’s GDP, I think it is so important that we ensure West Tennessee is strong moving forward. My role with THDA’s board of directors will work to make that happen.”
Massey has previous experience working with state government. She served as the lead business development consultant for the state Department of Economic and Community Development and helped bring in more than $300 million in investments for West Tennessee counties.
“We are thrilled to welcome Joann Massey to THDA and believe her leadership in various positions throughout Memphis makes her a fine fit,” Executive Director Ralph Perry said.
The THDA board of directors has 15 members, six of whom are appointed by the governor.
