Before Shelby County spends more than $1 billion building a new jail, management of the current facility needs to be addressed, according to a new report.
Issues with processing at staffing are at the heart of the problems inside Shelby County Jail, also known as 201 Poplar, the report says. And at least one person who studied the facility admitted that, although the jail might need replacing, a lack of capacity is not the issue.
