Memphians greeted by closed doors and unanswered phones at 201 Poplar

Courts have not been in order at the Walter L. Bailey Criminal Justice Center in Downtown Memphis in recent weeks.
On nine of the past 17 weekdays, at least part of the building has been closed, often with little public notice, confusing residents who are expected to appear for scheduled court dates.
On Tuesday, July 21, Katera French showed up to pay a traffic ticket and was met with closed doors.
