TN House rules handcuff Democrats’ ability to introduce legislation

NASHVILLE — Shelby County legislators have filed more than 400 bills for consideration in the 2025 portion of the 114th General Assembly of the State of Tennessee.
In total, there were about 2,800 bills introduced between the state House of Representatives and state Senate before the Feb. 6 filing deadline. That number has decreased slightly as some legislation is withdrawn, removed or otherwise dies along its path to the governor’s desk.
Between the House and Senate, Shelby County legislators occupy 18 of 132 seats, representing about 13.6% of the Tennessee General Assembly’s seats.
