Collierville Planning Commission endorses subdivision plan near Hinton Park

Collierville Planning Commission endorsed a preliminary subdivision plat for new homes near Hinton Park on the southern side of town in a unanimous decision Tuesday night. 

The endorsement of the 84-lot subdivision came a bit out of the normal Planning Commission schedule. The commission usually meets on the first Thursday of the month, but due to the Easter holiday weekend, the meeting was held a couple of days earlier.

John McCarty, owner of McCarty Granberry Engineering Firm, presented the Hinton Preserve residential proposal covering almost 45 acres on behalf of Jack Erb, owner of the property west of Fleming Road and adjacent to the northeast area of Hinton Park. That park’s master plan calls for a parking lot for future multi-purpose fields to border the site. The lot will be accessed from Fleming Road. At this time, Parks and Recreation does not have plans for a trail to connect to the neighborhood. 

The Planning Commission reviewed the project in April 2022, but the Board of Mayor and Aldermen asked for revisions. Since the Planning Commission’s last review, the number of lots has decreased by five, and the amount of open space increased. The additional open space translates to double the amount of tree buffer on the northwest corner, and a larger detention pond. The main detention pond is on the east side of the site.

“It gives us the best view and creates an amenity,” McCarty said.

There is an additional detention pond in the southwest corner of the site runoff from the site post-development is not allowed to exceed what exists ahead of construction.

“Post development runoff is less than pre-development,” McCarty told commissioners.

The rezoning granted in July allows a mixture of lot sizes. Five larger lots will front Fleming Road. The site currently has two homes, one of which is abandoned, and some other small buildings. Those will be demolished to make way for the new neighborhood.

Small improvements will be made to Fleming, but it will maintain its rural character. Developers are responsible for adding bike lane and shoulder but no curb and gutter.

The project is slated to go before the Design Review Commission for landscaping, signage and fencing plans. The DRC must give a positive recommendation before the Board of Mayor and Aldermen can consider a development agreement. Ahead of a development agreement, details on improving Fleming Road need to be finalized due to expected traffic impacts.

Before developers proceed with each of the three phases they must submit and earn approval for separate final subdivision plats.
