Convenience store proposed for prominent corner in Frayser

17 applications come before the Land Use Control Board

The community’s planning board will consider an unusually heavy number of applications – 17 – at its September meeting, including a proposed convenience store with gas sales at a prominent corner in Frayser.

Developer Summer Avenue Enterprises seeks approval from the Land Use Control Board for a planned development on 2.8 acres on the northwest corner of U.S. 51 and Frayser Boulevard.

The property is now zoned for residential use and has a house on it.

However, the proposed development would result in the removal of two billboards on the property, the application states.

The convenience store would be 6,974 square feet and have 36 parking spaces as well as a canopy sheltering fuel sales.

The large batch of planning board applications includes several within the Crosstown neighborhood.

The owners of Crosstown Concourse seek permission to develop a parking lot of 103 spaces behind the 1.2 million-square-foot building of apartments, businesses and nonprofit organizations.

The now-vacant 1.5 acres is immediately north of the Crosstown Concourse dog park and west of the gymnasium.

Crosstown Concourse needs approval for the change because the previously approved planned development designates the 1.5 acres for use as “all vehicle services.”

The application states that the parking lot will be a less intense use.

The request reflects the demand for parking in the $250 million redevelopment of what had been a historic Sears warehouse.

“There is always going to be parking at the Concourse,” Crosstown Concourse leader Todd Richardson told The Daily Memphian. “But during peak times it may not be convenient parking.”

For example, a visitor may need to drive to the top deck of the parking garage during peak hours.

“Rarely if ever is the top of the parking garage full,” Richardson said.

In another Crosstown application, an entity affiliated with Crosstown Concourse that owns some apartment and duplex buildings at the northeast corner of North Bellevue and Overton Park Avenue seeks to subdivide the lot in preparation for selling the duplexes.

The intent is to create a lot for each of the two duplex buildings on the property and a third lot for the two apartment buildings and shared parking lot.

The property owner, Four Hundred Bellevue LLC, will keep the apartment buildings but wants to subdivide the lot so it can sell the duplexes, Richardson said.

Owners of 29 acres at the southwest corner of U.S. 64 and Cobb Road seek a change to a previously approved planned development for their property.

Cobb 64 Investments LLC requests that the plan be changed to allow a future convenience store to have four bays instead of the previously approved two bays, to allow the convenience store and mini-storage uses in Phase I of the development, and to allow installation of septic tanks for both uses.

The property is now vacant.

In Millington, a request was submitted to allow the Crenshaw Planned Development to have retail uses in addition to office uses and to reconfigure the plan outline.

The 8.5-acre site is on the south side of Navy Road and just west of Krosp Road.

The existing 100-foot width and 30-foot landscape buffer of a section of the planned development “doesn’t allow much area for development,” the application states.

Changing the outline plan will allow a private drive to be moved 80 feet east and make the plan more flexible, the application states.

The Land Use Control Board will review and act on the cases at 9:30 a.m. Sept. 12 at City Hall.
