The new service from FedEx will expand on the Memphis-based company’s recent efforts to streamline return shipping.

The House passed a bill Wednesday that would bind companies and workers to a proposed settlement reached in September that failed to gain the support of all 12 unions involved. 

Forty percent of all freight in the United States moves by rail. Cutting off the supply, experts say, would cripple the economy and decimate the still-rebounding supply chain.
