Bailey: Residential parking a thorny issue for Bartlett

Clay Bailey, a lifelong Memphian, has worked as a reporter in the city four decades. Bartlett officials are trying to get control of parking on residential properties as more and more vehicles seem to be slowly skirting the intention.
