Germantown’s Glasgow plan stuck in limbo amid FEMA delays

The roadway network appears complete at the former Germantown Country Club, but houses still are not under construction — and it’s unclear when that could change.

Spence Ray, the key developer of the planned Glasgow subdivision, has approval for 366 homes on the 178-acre site. Despite the lack of construction, Ray says nothing has changed.
