Bailey: Who knows if a separate suburban court system would work

Clay Bailey, a lifelong Memphian, has worked as a reporter in the city four decades. Several suburban leaders are discussing the idea of a separate criminal court system in the outlying areas, but it has a long way to go before all the questions are answered.
